Help with multi-level list

I have created a Word document using MS Office Professional Plus 2019. In this document, I have created a multi-level list with three levels of the numbering and it basically seems to work. However, at one point in the document, I have the following:
Level 1 paragraph: #3
Level 2 paragraph: #3.1
Level 3 paragraph: #a
Level 3 paragraph: #b
Level 3 paragraph: #c
Level 2 paragraph: #1.2

I cannot make the final paragraph show the number 3.2. What on earth is going on?
