Help with Rate() function in expression builder

I'm using the Rate() function available in the built-in functions found in
the query expression builder, but it doesn't seem to work and I can't figure
out what the problem is. I put in the factors as the expression prompts, but
the result is #Error.

Can anyone help me or provide an alternate solution?
