Help with resource permissions

I’m having a problem at the moment when a resource changes teams within
Project Server. Basically what happens is when a team leader opens there
project, a warning messages appears listing all team members that have moved
to a different team with in the organisation and says that you do not have
permission to view these resources.

While I agree that this should appear, (we only want team leads to build
teams using there resources only) the problem is that when the team leader
updates/approves the time entered by the resource this message may appear
10-30 times during this process. (Quite frustrating)

I am wondering if there is anyway to suppress this message from appearing
multiple times?

The PM should have a category (e.g., My Projects) in which he has permission
to:

Allow users in this category to view information for all resources in
projects that they manage.
