Help - Wizards not working

I'm working on an Access database in Access 2002, but
none of the Wizards will run and the Tools/Add-ins menu
is grayed out.

I've tried repairing the installation, removing and
reinstalling the wizards, then removing and reinstalling
Access, all with no improvement.

Any suggestions??
