Hesitation and slowness with Outlook 2003

Would anyone have any input on how to resolve the hesitation and slowness in
Outlook 2003/Windows XP:

Outlook will pause for 5-10 seconds when scrolling through email using the
previous item and next item toolbar arrow buttons (reading pane is on).

Outlook pauses when deleting email. User is viewing his inbox and quickly
pressing the delete key and at some points the application may pause for 30
seconds.
