Hidden Chareacters - anchor - and picture that cannot be moved.

In a word document I have a picture. WHen you select the picture, a
small anchor appears in it with a small white circle at the top. Then
you select this anchor and click on it the cursor turns into a small
anchor. Can someone tell me what this is and how it works. I went
through all the help files I could find and cannot learn anything about
this symbol. It does disappear when you click on show/ hide hidden
characters.

The problem is that I cannot move this picture within the text. Even if
I cut it and try to paste it somewhere else it goes where it wants to.
Now it is overlapping pages and headers and I cannot move it.

Can anyone help on this one?

I'm not sure about the anchor either. However, once you've inserted your
picture, right click on it and Format Object/Layout/Advanced/click on the
suitable doggie icon/Picture Position/uncheck Move Object With Text. You
should be OK now. Sometimes I find it easier to put the picture into a Text
Box.
