Hidden fields are lost for some users after the custom form was published

We've 2 Exchange servers, Ex1, Ex2. All our users'
mailboxes are Ex2 and Ex1 only has several admin
mailboxes. We set custom form replication between Ex1
and Ex2. We published a custom form with several hidden
fields to the Organizational Forms Library on Ex1, which
in turn was replicated to the Organizational Forms
Library on Ex2. We found out that some users have no
problem using the hidden fields on this custom form from
their mailboxes on Ex2 but others do not have the hidden
fields on this custom form. When we opened the custom
forms in the design view from these users' mailbox, all
the hidden fields are gone! What could be the reason for
this? All the users have the same rights on Ex2.
