Hide Database window doesn't work

Hello!
I'm trying to hide Database window from users. I went to Tools/ Startup and
unchecked all the boxes. I even removed icon as it was postaed that it might
cause problems, but still it is showing. I'm using Access 2003 with splited
DB and no security.
Please help!
