Hide risks from some users

We have both customer and team members using project server. Is there
a way to hide certain risks from certain users?
for example I can create a default View that only shows risks with
'internal risk' box unchecked, and make this the default.
No Problem
But how can I tell SharePoint to show one user the 'Display all' view,
and another user not to be able to see this view?

Any ideas gratefully received
