hide text box if empty

I have a work template which has 2 text box form fields. I want to hide these
if a user does not enter anything in text box 2
How can do this?

What if the user inadvertently skips over Text Box 2 and then want to go
back and enter something into the text box that would then be hidden.

I think you need to think things through a bit.

The test box is for a policy number, if they skip over that then they want
client info only. They want the blank line removed if this this text box is
empty.

let me refine this a bit.
If these 2 text boxes are empty, when printing I want the other lines moved up
example:
April 16, 2008
<text1> <text2>
Thank you.....

in this example when printing I would want
April 16, 2008
Thank you......
