Hiding "Open Project" from Project Center Views

My client has a geographically distributed user base. The want people to use
PWA from their desktop, but only be able to open projects using MSP Pro via
Citrix/Terminal Services. Denying "Open Project" affects both PWA and MSP
Pro, so it does not seem to be an option. Is there a way to disallow opening
projects from PWA while not affecting the ability to open projects from MSP
Pro?

It is not possible to do this. Sorry.
The good news is that if they are in a situation where they need to use
citrix then the PMs would likely only make the mistake of NOT using
citrix once so this, long term would not likely be required anyway.
They will be negatively reinforced with a VERY long wait to open the
plan.
