I am working with Frontpage 2003, and would like to be able to hide the
scroll bars from pages that do not need them.I know how to do it with frame
pages, but would like to do it with any type pages.

You can't as the scrollbars will appear based on the user browser's window size, which you have not
control over.

This is done automatically be the browser. If you don't have enough
vertical/horizontal content on your page to require scroll bars, they won't
show up.
