Hiding Toolbars from every user

I have formed a macro so that when the switchboard appears there are no
toolbars displayed, but when a user presses a button on the switchboard, all
the toolbars are displayed... how can get the database to NOT display
toolbars to users at any given time? the only option i can think of is
putting this macro on every form, but we have quite a comprehensive database
with LOTS of forms!! Any ideas would be great thanks.

Tools - Startup - "Allow Built In Toolbars"

The above is a "per file" setting.
