Hiding tracked changes & comments

On our company Intranet we publish a number of internal policy and
quality control documents, in the format XY001_2.doc, where "2"
represents the release/version number.

Prior to relesase the documents are circulated among vested interests,
who provide feedback by means of comments or tracked changes. We wish
to keep a record of these changes and comments for consideration
during future revisions of the policies, but don't want them to
display when opened by staff from the Intranet. However (we all use
Word 2003) when we open them from the Intranet they appear with all
comments and tracked changes.

Other than keeping two versions of the same document (one a working
copy maintaining tracked changes, the other a published copy with
changes accepted and comments deleted), does anyone have any idea how
we can publish while hiding these?
