Is it possilbe to color highlight a cell in Project similar to what can be
done in Excel or P-Point?

In the 2007 version, yes, it is possible
Format / Font....

Yes, but only in Project 2007 and later versions.
Select the cell(s)
From the Format menu select "Font"
Set the background color the way you want.
