Hit Counter question

Using Frontpage 2003. My web site has the extensions enabled.
I've inserted a hit counter but would like it to start at a higher
number than zero. I've checked the "Reset counter to" box and entered
425. Saved and published to my site. After opening the page in IE7, the
counter does not show the reset number.
Reopened the page in FP and checked the properties for the hit counter
and the "Reset counter to" box is unchecked.
What is going on?

Open the live/remote site in FP, then reset the number.

Thanks for the mighty quick reply.
Will the counter rest back to zero if I make changes to the page locally and re-publish?

In the local site set the counter file to "Do not publish"

Open the local site and browse to the counter file - this is in the
_private folder and named the same as the page it is attached to, with
..cnt at the end. Example: the counter for pagename.htm will be named
pagename.htm.cnt in the _private folder.
If using FP2003, right click the file and choose "Don't publish",
otherwise right click the file and choose Properties, then Workgroup
tab, then tick the "Exclude this file when publishing the rest of the
web" box
The file icon should end up with a red circle with white X in bottom
right corner - if it already has this then do nothing - it's already
set.
