home page NOT the index.htm page?

Can I choose which page is a web's "Home" page for FP nav bars? Meaning a
page other than the index.htm page? The reason is that I have an introductory
page to my website. Right now I have to make that page a completely separate
web, and the add everything else on my site as a subweb. Otherwise the intro
page would be the home page. It's an administrative complication I could live
without.

(before everyone reiterates how awful and needless "splash" pages are, I
generally agree. But sometimes they actually can and do serve a purpose)

No. You would have to either forgo using FP themes/navigation components or you have to continue to
do what you are currently doing.
