Hoover button vs Navigation Link Bar

I just read that hoover buttons each start a new
javascript applet. If you have more than 5 hoover buttons
a serious degradation to a users available processor power
might occur. Is the same true when using a Navigation Link
Bar? Where is the HTML code for the Van Link Bar besides
in the _borders directory. Thanks!!!!!!!!!!
