horizontal dashed lines in my document

I have these horizontal dashed lines in my document. They go all the
way across the page.
They seem to appear for no reason and I can't quite ever make them go
away.
I can sort of force them to the bottom of the page where they
sometimes disappear but when I create a .PDF file from the doc they
appear there again.

What are they and how are they removed?

Probably the "borders" setting in Tools | AutoCorrect, AutoFormat As You
Type tab. Turn off most of the settings in the tab. To eliminate the
lines, cmd-a to select the entire doc, then go to Format | Borders and
Shading, Borders tab, select None, click OK. (Assuming you haven't put any
borders in there that you want).
