How can I insert a horizontal line into a Word 2008 document without
disturbing the text around it?

What do you mean "without disturbing the text around it"?

You mean you want:


text text text text text text text text text text
___________________________________________
text text text text text text text text text text

or:

text text text ________ text text text text

or what?

Have you looked at formatting the border of the paragraph? Or using tabs
with the leader being an underscore? What did you try and what was the
result?

There are several ways to place a horizontal line. Here are two that
I suggest that you try to see if you can get the effect you are
looking for:

In Word, place your cursor where you want the horizontal line:
Insert --> Picture --> Horizontal line --> Lines folder --> Default
Line

or

Format --> Borders and Shading... --> Borders tab --> Setting:
(anything you like other than "none") --> Style: (choose your
preferences) --> Preview: (turn off all sides of the box except for
one horizontal line) --> OK
