hotlinks not functioning in emails in outlook express

The following problem might stem from overzealous windows security updates,
or it might be a remnant of a virus that got through my security and which I
purged a few weeks ago.

I am using XP Pro with plenty of hard drive space and 512 RAM.

I am looking (with Outlook Express) at emails containing hotlinks to web
sites.
I used to be able to click on these to open IE5 and visit the web site. But
now I just get an error box that says

'This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator.'

I have a similar, but maybe related, problem when clicking on web links in
the drop-down menus of certain programs (Skype internet telephony for
instance) . This does not always happen, ie not all programs have the
problem, but Skype and Norton Security have it and refuse to load their help
pages. In this case, nothing happens at all when I click the link.

I have dredged through security settings on IE5, Outlook Express, Norton IS,
Spyware Doctor etc but cannot find anything that looks like it will help.
I have not voluntarily changed any of these settings, though the virus I had
(A variety of Chod) did interfere with some of them
I also looked at an MS web site about Windows updates causing problems like
this, but it was a bit too technical for me.

Any thoughts would be appreciated. Thanks. Stephen Bedding.

No that is not really my situation! When I am writing an email or when
working in MS Word, once the http://www.ibm.com is typed...it should
"hyperlink" itself. However it stays as http://www.ibm.com instead of
showing a linked URL. That happens in both - Outlook and in MS Word.

Is there a setting that I need to set? What's interesting is that I have
the same program on my laptop using XP and the hyperlinks appear
automatically when I am working in these programs. Otherwise, I need to
manually hyperlink the URL's.

Any other thoughts out there?

No that is not really my situation!
Then why are you replying to this thread instead of creating a one of your
own?
Clearly your issue is different and you are using a different application
than the OP. Of course the solution will be different then too.

Anyway, automatic hyperlinking in Word/Outlook is an option of AutoCorrect.
