how do I import contacts from my internet hotmail account to outlook 2003?

You don't.
You can add those accounts to Outlook provided you have a paid Hotmail/MSN
Subscription. Do you?

In that case you can add them as http accounts or download and use the
Microsoft Office Outlook Connector. I do' think the connector is available
with Hotmail Plus.
