Hotmail expects charset=JA16SJIS but outlook chokes, help

I'm generating emails for clients using pl/sql.
Can outlook be fixed to read email headers and show JA16SJIS emails
correctly so that the Japanese Kanji shows? Outlook works if the charset =
utf-8, but utf-8 does not work in hotmail, yahoo, and other email servers
while JA16SJIS works in all other servers. I have the Japanese language pack
installed on my computer which did not fix the problem.

I have never seen JA16SJIS encoding in mail. Can't you convert it to
ISO-2022-JP? This is really the standard for mail, and Japanese Hotmail
accounts will accept this encoding.
