I received this patch from ms but my hotmail account
blocked it - i am having issues and think i could use it
but why and what.

Hello? Have you been hiding under a rock or something for the last year or
so? Those are not genuine Microsoft updates that you're receiving. Microsoft
does not send out updates as attachments to emails or anything else (like
bricks or scud missiles). Those messages contain viruses. Hotmail is
protecting you.
