Hotmail Junk Mail Filtering Rule--Outlook/Outlook Express equivalent?

On Hotmail, a junk mail filtering rule is available that sends all mail that
is not from senders on the contacts list or the safe list to the junk mail
folder or to the delete folder. That is, only mail from senders on the
contacts list or the safe list are allowed to be placed in the inbox.

Is there a rule that could be entered in Outlook and/or Outlook Express that
would perform the same function?...
