Hotspot Tool is Greyed Out ! !?!!

Hi, I've got a graphic which is a single panoramic image created from 5
smaller images (I used Irfanview). I want to create an image map, but when I
select the graphic and pull up the picture toolbar the hotspot tools are
greyed out. Any ideas anyone?

If you mean "Normal" as opposed to "Preview", then yes, I'm in the edit mode
for that page. Not all the buttons are greyed out, only the hotspot tool.
In Preview mode all the buttons grey out.

What's weird is that I can put another jpg right next to that one and create
hotspots on the new jpg but not th panoramic jpg I created.
