Hotspot will not become active by clicking on text Printer-Friend

I made a new layer and added text Printer- Friendly, and click on but hot
spot will not become active in tool bar. Why hotspots do not become active
in tool bar? I tried for help but return answer page was blank.

What do you mean by " added text Printer- Friendly " ?

Hotspots will only work on images - did you add an image into the layer?
