Hotspots on a background

Hi: Is it possible to insert a hotspot onto a background? For instance, I
created photo navigation buttons on a picture to insert as a background for
my website. I want the user to be able to put their mouse over the photo
buttons to open another page within the website, but when I inser the photo
as a background, the "hotspot" buttons do not appear. I am using FP 2003.
