Hours reported but yet to be approved

Is there a way to view (either individually one resource at a time or at a
project level or at the entire resource pool level) the number of hours that
have been reported (through pwa timesheet) by resources but that are yet to
be approved by the project managers?

Assume the person looking for this data has full administrative access to
all plans and resources.

Have you tried these steps:

1. Log into PWA
2. Navigate to the Resource Center
3. Click the View Resource Assignments link in the sidepane
4. Copy the resource in question to the list on the right and then click
the Apply button
5. Click the Timesheet format link in the sidepane on the left
6. Click the Add/Remove Resources tab to collapse the options on that tab
7. Scroll to the week in question to view the hours on the user's timesheet

Just a thought. Hope this helps.
