How do I format my hover button so that it can take you directly to link in
one click instead of two?

That behavior was brought about by a recent IE update, and you can't change
it.

Use of hover buttons is highly discouraged as they rely on Java..not
everyone has Java installed, or they don't run it because of potential
security risks.

Thus, if using hover buttons as your only source of navigation, visitors
will not be able to navigate your site.

If this is a Java hover button then delete it and insert a Javascript or
CSS rollover button.
Java Hover buttons require the user to have a Java Virtual Machine
installed, which many (perhaps most) users do not have, or have disabled
for security reasons.
The requirement to click twice (only in Internet Explorer) is the result
of a security update.
