hover in publisher

hey all
I have a user doing a home web site in Publisher 2000. I have done some
work in html and understand a little. But have never used Publisher to
create a web site.
He has asked how to create a hover eg when the mouse passes over heading or
text it changes colour. To save hours can this actually be done in publisher
without going into html code or should I be directing him to use another
application.
