Hover over flyout tags?

Is it possible to create a tag or "flyout" that pops up when you hover over
a diagram shape?

I would like to be able to explain some items in more detail with out
putting all the info on the "face" of the shape.

consider inserting a comment. select shape => command bar Insert =>
comment...

This is exactly what I had in mind. But the functionality seems a bit "iffy"
when I have the "pointer" tool enabled my screen tips sometimes pop up and
other times don't. Am I doing something wrong?

It is a pause-triggered item. Have you seen any issues with the mouse
pointer staying put in the same place? Obviously the tips don't show up at
all if you don't turn them on in Tools > Options > View.
