How can I get a super-long process flowchart to span an uninterrupted length
(NOT on separate pages!) BOTH for on-screen-viewing and to print it out on a
scroll of [engineering drawing] paper?

You can make a Visio page any size you want. Ctrl + Mouse over an edge of
the paper, and you can simply tug the paper to any length/width you want.
There's probably a "custom" setting in the File > Page Setup dialogs for
exact measurements as well.

I"m not sure how well the printing will work on a continuous scroll,
however. There's probably some way to trick Visio into doing it : ) but I
don't know for sure.
