how 2 cfg junk mail folder to "delete all" after 15 days?

Do I need to set up a rule to auto-delete the junk mail folder contents after
15 days? Or, is there an easier way to set a # of days timer to dump J/M
folder?

Set up AutoArchive for that folder. I have mine set to keep items for 3 days and Outlook set to archive every day.
