HOW 2 MAKE LETTERS THE FULL HEIGHT FOR A PUBLISHER BANNER

In Publisher 2003, I want to make a banner using the blamk template. It
measures 60" long by 11" high. I want the letters to be a full 9" tall. How
do I do that?
