How automatically apply actual hours enterd by an employee without
approval from project manager?

If an employee enter his actual hours I want MS Projects automatically
applyes them for the project wihtout project manager approval.

Because each manager has many projects and approval of all projects
takes ~1h - it too much and no so important for a manager to control
entered actual hours
