How can a project manager modify his enterprise resource calendars

I have a project manager who has a project plan uploaded to Project Server
2002, and he wants to be able to schedule tasks around his Enterprise
Resources' schedules.

For his enterprise resources, he wants to be able to input company holidays,
unusual work schedules (not the typical 5 days x 8 hours), vacation days,
sick days, etc.

How can he (or I) do this?

He's told me that "...given that this is an Enterprise Project, my resources
who work for me that are now published can only be changed by someone who has
security permissions", which he doesn't have.

As an Admin, can I modify these resource calendars? (If so, how do I do it?)

Even better, is there some way that he can modify his resources' calendars?
Or can his resources modify their own calendars? (And, if so, how can he/they
do it?)

I'd appreciate your help!

So, just to make sure I understand...

In Project Web Access (2002), he already shows up in the "Resource Manager"
group.
So, now I should be able to show him in Project Professional 2002 how to go
to Tools --> Enterprise Options --> Open Enterprise Resource Pool --> check
out his resources, and then modify their "Working Time" tab on the "Resource
Information" window?

Is that right?

Thanks.

In Project Web Access (2002), the Project Manager already shows up in the
"Resource Manager" group.

Okay, so I went to his desk and looked to see if he could check out his
Enterprise Resources so that he can modify their working hours/calendars. (I
went in Project Professional 2002 to Tools --> Enterprise Options --> Open
Enterprise Resource Pool.)

However, when I got to "Open Enterprise Resource Pool", the "Read/Write
Check Out" option was not available - all of the checkboxes next to the
resource names disappear when he chose it. The Project Manager is only able
to choose "Read-only to View".

Is there something that I'm missing as to why this won't work?
