How can Assign a project Lead with out any Task for him in the pro

I setup a project as Project manager and publish all the tasks assigned to
the team members. I will be working as project manager for this project. But
I need to get the time sheet approval process for the members of the team
through a development Lead before it comes to me. This development lead does
not have any access to project professional. So any update to the original
plan happens through me. Development team only wants to have the time sheet
updates go through him. For smaller projects I assign all the tasks to him
and he delegates work to the team members. And the approval process comes
through him and this works out well for me, him and every one. Now I am
setting a bigger project where there are tasks I am assigning directly to
team members and development team want those tasks updates go through him as
if he delegate those tasks how can do this? Is it possible?

Your best bet is to continue to use the delegation feature as you have.
Alternately, you could turn your dev leads into resource managers and have
them approve timesheets, but this is not the same functionality you get with
delegation.
