Are we to guess how you access your Live Hotmail account from Outlook?
Would that be via POP or using HTTP/Deltasync (with the Outlook
Connector add-on)?
If using POP, and for e-mails to remain on the mail server after
retrieving them using POP, you must have configured the account in
Outlook to "leave messages on server". That means POP no longer
performs its default actions of RETR (retrieve) and DELE (delete) when
retrieving e-mails and only does the RETR. That also means YOU must use
the webmail interface to your account to delete those e-mails that you
told Outlook not to delete (or use the other options in Outlook to
delete e-mails N days from the server after retrieving them and/or
deleting them from the server when you delete them from the Deleted
Items folder in Outlook).
If using POP, that mail protocol has no concept of folders. It only
understands the concept of a mailbox where all your messages reside.
That means only the Inbox folder (that you see when using the webmail
interface to your account) is the only folder that a POP e-mail client
can access. If the months-old e-mails are in other folders, like Junk
or Trash, Outlook can't touch those folders when using POP.
