Project 2003 cannot open project plans created with any version of Project
prior to Project 98. If you still have the earlier version of MS Project
available see:

I'm one of those guys Julie referred to. If you do not have access to
Project 98 and you don't mind sending the file via e-mail, you may send
it to me. If it is not corrupt, I will convert it to a file that can be
read by Project 2003 and send it back.

Just zip it and send it to my e-mail. However I notice you have a
hotmail account. Be aware that if the file is too large, hotmail may
reject it. If you have another e-mail account, use that when you send it
- the process may be more successful.
