Please I want to know how I can allocate one resource (eg Project Supervisor
to two overlapping tasks

Make sure each allocation doesn't total up to more than the maximum available for the resource. In other words set the Units to a percentage that allows both tasks to be done in the same time without going over your maximum hours per day.
