Hi, I'm trying to create a website that my pupils can use as a resource for
pictures etc but when I view the website they are not able to copy the
pictures. Many Thanks

That is how Pub 2003 works due to the VML technology used with the IE
browser. If you view the page in another browser not supporting VML you can
probably get the images. However, in the context of what your page is for,
that is not the appropriate usage. To offer downloads of a file (an image
file in your case) you should zip the file, upload the zip file independently
of the Publisher web, and then on your web page type the name of the file and
hyperlink that text to the file. The end-user clicks that link for that file
and is prompted to download it.
