How can I block spam with graphics but no text?

A new spammers' trick is to send graphics-based messages without text, so
that the Outlook XP Rules have nothing to work on.

Worse still, some have hyperlinks on the graphics, and could be used for
phishing.

I'd like to treat any message without text as spam, but without rejecting
legitimate messages that contain graphics as well as text.

Any ideas?

Using rules isn't a good way to fight spam. You'll probably have better
results with a Junk E-mail filter. For that you can either upgrade to
Outlook 2003 or use a third party tool.

To answer you question; you can create a rule that moves all messages to the
Junk E-mail folder except when they have a, e, i, o, u in the body of the
message (or any other letter that is used a lot).

For some reason I don't understand, setting an exception that the body
contains common words does not work with Outlook XP rules. It may be that
they're ignored before the test is done. As it's a whole-word test, putting
a common letter in doesn't work either.

It looks as if I'll have to upgrade to Outlook 2003. Until then, I'm
getting by with a more complex set of rules including the size of the most
common spam as well as exceptions to permit legitimate senders.
