how can I browse from my pictures as a desing templet ?

I wolud like to desing a templet from my pictures which I have in my camputer
or from web , How It possible ? I have tried to use the browse option , but
it just can applay for power point files ! and I couldn't find my desired
picture in Art clips !
It will very kind of yoou if you help me to find the solution .
