How can I change ActiveX security Settings in Outlook?

Whenever I open a New message in outlook, I get an error message: "your
current security setting prohibit runhing ActiveX controls on this page. as a
result this page may not display properly." I click on ok, my signature
populates the blank message and I'm ok to move on; however, this is extremely
annoying, can't find anything in the help menue to solve this. My IT dept.
is non-committal. Can anyone answer?
