Cannot be done if you just want to change these two items
You can right click your desktop and change setting for ALL windows

Button>Excel Options>When creating new workbooks.

Set the font type and size. Close and restart Excel.

All NEW workbooks row and column headers will be as you wish.

NOTE: the default cell font will also be that type and size.

You can get around that by selecting all cells and re-formatting as you
want.

You could also set this up as Book.xltx so's that would be the default New
Workbook when hitting CTRL + n or New File Icon.
