I found the template that you are using. I see what you mean. Whoever created
this template placed the image behind the text; that's why you couldn't use
the mouse to select the image. If I am looking at the right template, it's
the image of fern leaves. To select this image, place your cursor above the
cell with the heading: "Lead Story Headline". If you have modified the
template alread, open the original template so you can see which heading I'm
referring to. Go to Table > Select > Cell. This will select the cell above
the heading I mentioned earlier. Then press the [Delete] button. This will
delete that image.
After you can insert your image, double-click to open the image property. Go
to the Layout tab, select the In front of text option. This will allow to you
move the image anywhere on the page. You can play around with the Layout
option to get the result that you want.

"Newsletter, Dots design, 3-col."), but what you are suggesting doesn't
work. I can't select the image. Whether I click on it or right-click on it,
I am never offered a choice to do anything with it. I can edit everything
else on the page, but the image seems to be embedded somehow. I've tried
adding new images and moving them on top of the default ones, but that
doesn't work either -- I can add new images, but the program won't let me
move them on top of the old ones.
They sure make this difficult ...
