How can I change security settings to allow links to be used?

Have Outlook 2003. recently install virus protection program. It will not
let me go to a web site when I click a link that is in an email. I get a
notice
"Cancelled due to restriction on this computer"

Is there a security setting I can change to allow me to click on a link and
take me to a web site?
