How can I change the welcome message in Outlook 2003 ?

If I start Outlook 2003 and the user has got a new outlook profile , a
default welcome message appears in the INBOX folder. Is it possible to create
a personal default message ?
In Outlook XP/2002 there's a file called "welcome.msg", but unfortunately
there is no file like that in Outlook 2003...

Does anyone know how to accomplish this ?
