How can I give permission to only one record in an MS Access table to one end
user based on their Window terminal password? Or is there a way to have them
sign in before accessing a MS Access Program?

Which version of Access are you using? In 2003 or earlier, you will
need to implement User Level Security and, then, create a RWOP query
for the users for whom you need to limit the records they can read.

Follow the steps in the Security FAQ to implement the security. Check

You have to set permissions. If you are using windows xp and office 2003 or
higher. You can create Users and passwords under Windows XP Users. Create
the same Users and Password in the Access Security. Once you do this, the
users that log under windows xp will also have the same permissions set in
Acesss. Hope this helped you ....sctech
